Despite Canada reducing its immigration target by 20% in 2025, numerous programs are still available for applicants to become Permanent Residents (PR). Here are two key programs frequently asked about by our clients who speak English:
Enhanced Caregiver Pilot Programs
Main changes in 2024:
IRCC announced two enhanced caregiver pilots on June 2, 2024, acknowledging the growing need for caregivers in Canada. These new pilots will replace the successful Home Child Care Provider Pilot and Home Support Worker Pilot, which ended in June 2024.
New Pilot Program Features:

Eligibility Criteria:
- Minimum CLB Level 4 in language proficiency.
- Equivalent of a Canadian high school diploma.
- Recent and relevant work experience.
- A full-time home care job offer.
More information on the full launch of these pilots and the detailed eligibility criteria is expected to be released in the coming months.
Rural Community Immigration Pilot
Building on the success of the Rural and Northern Immigration Pilot (RNIP), IRCC has announced the launch of a new Rural Community Immigration Pilot.
Program Features: This pilot will provide pathways to PR for newcomers who can help overcome labor shortages and are interested in living long-term in small rural communities in Canada.
Initially scheduled for launch in the fall of 2024, this pilot is expected to roll out in 2025. Specific eligibility criteria have yet to be announced.
